what digital services really cost in Estonia and Finland in 2026 — we checked 20+ public price lists

We read 20+ public price lists across Estonia and Finland and benchmarked real 2026 prices for websites, logos, SEO, social media and AI automation — with sources.

Ask ten agencies what a website costs and eight will answer with a contact form. 'Küsi pakkumist.' 'Pyydä tarjous.' Request a quote. The quote arrives a week later, shaped less by the work and more by what the salesperson thinks you can pay. We think that is a bad deal for buyers, so we did the homework nobody publishes: we went through the public price lists of digital studios in Estonia and Finland — more than twenty sites — and wrote down every number we could verify, with a link to the exact page it came from.

Norvalda publishes its full price list — that is our positioning, not a marketing line — so we are putting our own numbers in the same tables, clearly marked. Where a competitor is cheaper, you will see it. Where we are more expensive, you will see that too, and we explain what the difference buys. All figures are as of 10 August 2026, taken from public price lists only.

How we did this: methodology

  • We reviewed 30+ studio websites in Estonia and Finland and kept only those with a genuinely public price list — a page with numbers on it, not a calculator or a quote form. That left prices from 20+ verified pages.
  • Every price below was taken directly from the studio's own live pricing page, and the source URL is given next to every figure. Nothing comes from directories, aggregator articles or hearsay.
  • Prices are as stated on 10 August 2026. Price lists change; if you are reading this later, click through and check.
  • VAT: Finnish studios quote prices excluding VAT ('+ alv 25,5%') unless noted; Estonian studios are mixed — where a list says '+ km' (plus Estonian VAT), we say so. Compare like with like.
  • Our own prices appear in each category marked 'Norvalda (our own price list)'. We are a participant in this market, not a neutral referee — which is exactly why every third-party number carries its source.
  • This is a benchmark, not a ranking. A lower or higher price is not a judgement of quality, and every studio named here published its prices openly — which we think deserves respect, not criticism.

How much does a website cost in Estonia in 2026?

The Estonian market splits into three visible tiers on public price lists: a budget tier roughly €100–600, a middle tier around €650–1,500, and an upper tier from €1,500 upwards where marketing strategy and custom design come in. Here is what the published lists actually say:

  • Navik (navik.ee/veeb/) — one-page site from €100, delivered in 1–2 days; they state openly that AI-assisted production is how they keep it cheap. Small 2–3-page site €240–390, content site of 4–7 pages €490–790, WordPress builds €590–990, e-commerce €790–1,490+, custom builds from €900. Follow-up work €40/h, extra page €70.
  • Soodne Kodulehe Tegemine (soodnekodulehetegemine.ee) — fixed-price WordPress website €597 including mobile version; extra subpage €150; Google Analytics setup €37.
  • Veebikuningas, Tallinn (veebikuningas.ee/kodulehe-hind/) — template-based WordPress site €650 (about one week), custom-designed marketing site €1,300 (about three weeks), and a €2,100 top package with marketing strategy, Facebook Pixel and full optimisation. Their hourly rate is €28/h, and they themselves quote a market range of €25–90/h for developers.
  • Norvalda (our own price list) — a complete business website, designed, written and shipped in 14 days, €2,890 fixed. Landing pages are a separate fixed-price item in our catalogue — the full list is public on our pricing page.

For context on what we found while looking: most of the Estonian web studios that rank well in search — the bigger full-service agencies — publish no fixed prices at all, offering a calculator or a quote request instead. Public fixed pricing in Estonia lives mostly in the budget and mid segments. That is worth knowing before you assume the numbers above represent the whole market: they represent the transparent part of it.

How much does a website cost in Finland in 2026?

Finland surprised us: in the small-business segment, publishing prices is common. Of roughly sixteen Finnish sites we reviewed, twelve had a real public price list. One important note before the numbers: Finnish prices are almost always quoted excluding VAT, so add alv 25,5% to everything below unless stated otherwise.

  • Kodenetti (kodenetti.fi/hinnasto-nykyaikaiset-kotisivut/) — 'Napakka' one-page site from €199, 'Etevä' 2–4 pages from €490, 'Laaja' from €890, all + alv. Maintenance €80/year; work billed at €69.90/h.
  • Mainostoimisto Hermanni, Oulu (mainostoimistohermanni.fi/kotisivut-yritykselle.html) — subscription model with no upfront fee: Startti €199, Suppea €250, Perus €299, Laaja €390, each + alv 25,5% per 12 months.
  • Hari Kotisivut (hari-kotisivut.fi/nettisivut-hinta) — one-pager from €350 + alv; their most popular 2–10-page package from €520 + alv; maintenance €30/month (Mini) or €100/month (Pro).
  • Kotari (kotari.fi/kotisivut-hinta/) — one-pager from €400 + alv; multi-page sites priced up from there by scope.
  • Verkkotakomo (verkkotakomo.fi/pienyrityksen-verkkosivujen-hinta-2026/) — fixed packages: 'Käynnistä' €590 with 12 months of support included, 'Kasvata' €890.
  • Kettumarkkinointi, Lohja (kettumarkkinointi.fi/hinnasto/) — basic website as a project from €999, or as a subscription from €299/month; hosting support from €29.90/month.
  • Fredan mainostoimisto, Helsinki (fredan.com/hinnasto/) — websites and blogs €600–4,500 + alv, the widest single published range we found; mobile apps from €2,000.
  • Norvalda (our own price list) — €2,890 fixed for a complete 14-day build, same offer on both sides of the gulf.

Logo and brand identity prices in 2026

Logos are the clearest example of a service that has split into a commodity tier and a strategy tier. The published numbers:

  • Logokujundus.ee, Estonia (logokujundus.ee) — logo design from €95, redesign of an existing logo from €85, logo vectorisation €55.
  • Grafiitti Pro, Finland (grafiitti.fi/hinnasto/) — logos from €150–200; design work billed at €75/h.
  • Pinkflow, Finland (pinkflow.fi/hinnasto-graafinen-suunnittelu/) — text-based logo from €185 + alv 25,5%, logo with graphics or illustration from €380.
  • Fredan, Helsinki (fredan.com/hinnasto/) — logo from €350 + alv on the summary list (the detailed section of the same page says from €650 — a discrepancy on their own page, which we note as found); full brand identity ('yritysilme') €1,000–1,900 + alv.
  • Kettumarkkinointi, Finland (kettumarkkinointi.fi/hinnasto/) — logo from €550.
  • Norvalda (our own price list) — logo from €890; full brand identity from €2,990. We are deliberately above the commodity tier: our brand work includes strategy, system and usage rules, not a mark alone.

How much does SEO cost per month in Estonia and Finland?

Monthly SEO retainers are where public pricing starts to thin out, especially in Finland, where recurring SEO is usually 'ask for a quote' and only one-off packages get published. What is public:

  • SEO-teenus.ee (Softitek, Viljandi) (seo-teenus.ee/seo-hind/) — small site up to 10 subpages €300 + km/month, mid-size site €400 + km/month, large 20+ page site €600 + km/month, large e-commerce from €800 + km/month. Minimum contract: 8 months. One-off work: technical audit from €100, link building from €300, keyword analysis from €100.
  • Velsio Digital, Estonia (velsio.ee/seo-teenuse-hind/) — Baaspakett €500/month, Arenduspakett €1,200/month (their most popular), Täisteenuspakett €2,200/month.
  • Kodenetti, Finland (kodenetti.fi/hinnasto-nykyaikaiset-kotisivut/) — one-off SEO package €349 + alv with monitoring over 2–12 months; not a monthly retainer.
  • Kettumarkkinointi, Finland (kettumarkkinointi.fi/hinnasto/) — mandatory initial SEO analysis €750 + alv; link-building projects €750–3,500. Again project-based, not monthly.
  • Fredan, Helsinki (fredan.com/hinnasto/) — digital marketing for one channel (Google Ads, SEO or Meta) €950/month + alv.
  • Norvalda (our own price list) — SEO from €890/month, no minimum contract length hidden in the footnotes.

Read the fine print on commitments. An 8-month minimum at €400/month is a €3,200 decision, not a €400 one. That is not a criticism of the model — SEO genuinely takes months — but the total should be the number you budget.

Monthly social media management prices in 2026

Social media retainers span a 25x range on public price lists, because the word 'management' covers everything from one post a month to full production with filming days. The published tiers:

  • Tule Meedia, Estonia (tulemeedia.ee/sotsiaalmeedia-halduse-hinnad/) — SOCIAL LIVE €99/month for 1 post plus account upkeep; SOCIAL START €990/month for 4 posts (2 static + 2 reels); SOCIAL PRO €1,490/month for 8 posts; SOCIAL FULL €2,500/month for individual full-scope management. Minimum period 3 months.
  • Velsio Digital, Estonia (velsio.ee/sotsiaalmeedia-halduse-hind/) — Start €600/month, Kasvu €980/month, Premium €1,300/month.
  • Manimal Design, Finland (manimaldesign.com/sosiaalisen-median-markkinoinnin-hinnasto/?lang=fi) — hour-based packages: PIENI €225/month (up to 3 h), MEDIUM €430/month (up to 6 h), SUURI €820/month (up to 12 h).
  • Kettumarkkinointi, Finland (kettumarkkinointi.fi/hinnasto/) — Facebook from €299/month, Instagram separately also €299/month; ad-hoc social work €99.90/h.
  • Markkinointi Martikainen, Finland (markkinointimartikainen.fi/hinnasto) — full social media management from €1,197/month + alv 25,5%, including filming, content plan, publishing and reporting; UGC videos €150 each.
  • Norvalda (our own price list) — social media management from €590/month.

AI and automation prices — where transparency ends

This is the headline finding of the whole exercise. In every other category, at least a handful of studios publish prices. In AI and automation, almost nobody does. In Estonia we checked four dedicated AI firms — aiagentuur.ee, ai-agentuur.ee, agentify.ee and aieesti.ee — and exactly one of the four publishes prices. In Finland, among all the sites we reviewed, we found a single public AI price list. Everyone else routes you to a 'free consultation' where the price is decided after they have measured you.

  • AI Eesti (aieesti.ee/ai-teenused/) — the one Estonian AI firm of the four we checked with open prices: company AI audit from €3,900 (3–4 weeks, including interviews and a leadership workshop); digitalisation roadmap from €8,000 (1–2 months). They also point clients to EIS grants of €10,000–45,000.
  • Aitomates, Finland (aitomates.fi/pricing) — the only public Finnish AI price list we found: entry with ready-made automation workflows at €4,000 per week, typical project €5,000–15,000, enterprise engagements €30,000/month.
  • Norvalda (our own price list) — automation projects from €990; AI operations audit €1,490. For companies that need models running on their own hardware, our local AI line: readiness audit €1,200, implementation €3,900, ongoing support €390/month.

We will say the quiet part: hidden pricing in AI services benefits the seller. The technology is new enough that most buyers cannot sanity-check a quote, and 'it depends' becomes a licence to price by client size. Our automation catalogue — including the local AI packages — is published at norvalda.com/automation and norvalda.com/automation/local-ai, because we would rather lose a deal on price than win it on information asymmetry.

What to budget: practical ranges for a small business

Pulling the verified numbers together, here is what a small business should realistically set aside in 2026. These are the observed public-market ranges, not our prices:

  • A simple brochure website: €100–600 in Estonia's budget tier, €199–520 + alv in Finland's. Expect a template, fast delivery, and your content largely as you supply it.
  • A website meant to sell — custom design, copy, marketing thinking: €1,300–2,900 in Estonia (Veebikuningas €1,300–2,100, Norvalda €2,890), €600–4,500 + alv in Finland (Fredan's published range). This is the tier where the site is an asset rather than an address.
  • E-commerce: entry points from €790–1,490+ on Estonian public lists (Navik); most studios in both countries price shops by quote.
  • Logo: €55–650 in the commodity tier; a full brand identity €1,000–3,000 (Fredan €1,000–1,900 + alv, Norvalda €2,990).
  • SEO: €300–1,200/month buys a real programme; multiply by the minimum term before committing (8 months minimum is documented at SEO-teenus.ee). One-off audits: €100–750.
  • Social media: under €300/month buys presence, not growth — the published packages at that level are 1 post/month or a few hours. Real content programmes on public lists start around €590–990/month and run to €1,200–1,500.
  • AI and automation: a scoped first project €990–5,000; audits €1,200–3,900 on the public lists that exist (Norvalda €1,490, AI Eesti from €3,900). Beyond that, prices are simply not published — budget for a negotiation.

When cheap is the right call — and when it is not

An honest benchmark has to say this clearly: cheap is often correct. If you are validating a business idea, a €100 one-pager from Navik delivered in two days is a smarter purchase than a €2,890 site for a company that might not exist in six months — and studios that use AI to make production this cheap are being straight with the market about how they do it. The same goes for a €97–199 starter site in Finland: for a sole trader who needs to exist online, it does the job.

Cheap stops being correct when the asset has to perform. If the website is the landing point for paid traffic, every conversion point it fumbles is ad money burned monthly — the build price becomes a rounding error against the media budget. Watch subscription maths too: €299/month for a website is €10,764 over three years, against €999 once from the same price list (Kettumarkkinointi publishes both options, which is exactly the transparency that lets you do this arithmetic). And a €99/month social package that posts once a month is not a marketing programme — it is an alibi. None of this makes the cheaper offers bad products; it makes them products for a different job. The failure mode is paying template money and expecting performance results, or paying performance money for a template.

Frequently asked questions

How much does a website cost in Estonia in 2026?

On public price lists as of August 2026: €100–600 for budget template sites (Navik, Soodne Kodulehe Tegemine), €650–1,500 for mid-tier custom work (Veebikuningas €650–1,300), and €1,500–2,900+ for sites built with marketing strategy included (Veebikuningas €2,100, Norvalda €2,890 fixed). E-commerce starts around €790–1,490+.

How much do business websites cost in Finland in 2026?

Published Finnish small-business prices run €199–890 + alv for packaged sites (Kodenetti, Hari, Verkkotakomo), €999+ for project builds (Kettumarkkinointi), and up to €4,500 + alv at full-service agencies (Fredan). Subscription models exist from €199 + alv per 12 months (Hermanni) or €299/month (Kettumarkkinointi). Remember that nearly all Finnish prices exclude VAT of 25.5%.

How much does SEO cost per month?

Published Estonian retainers run €300–600 + km/month at specialist firms (SEO-teenus.ee, minimum 8 months) and €500–2,200/month at digital agencies (Velsio). Norvalda starts at €890/month. In Finland, monthly SEO retainers are rarely published; what is public are one-off packages from €349 + alv (Kodenetti) to €750 + alv analyses (Kettumarkkinointi), and €950/month + alv for one managed channel at Fredan.

Do the listed prices include VAT?

Mostly no. Finnish studios quote prices + alv 25,5% almost universally (one price list we reviewed still displayed the outdated 24% rate). Estonian lists are mixed: some include käibemaks, others add '+ km'. For a VAT-registered business this is a cash-flow question; for everyone else it is a real 22–25.5% difference. Always check the footnote before comparing two offers.

How much does AI automation cost for a small business?

Almost nobody publishes AI prices — 1 of 4 dedicated AI firms we checked in Estonia, and a single price list found in Finland. The public data points: AI Eesti audits from €3,900 and roadmaps from €8,000; Aitomates typical projects €5,000–15,000. Norvalda publishes the full line: automation from €990, AI audit €1,490, and local AI (on-premise) at €1,200 for the audit, €3,900 for implementation, €390/month for support.

The point of publishing all this

Every studio named in this article earned its place by doing something most of the market refuses to do: putting numbers on a public page. If you are comparing offers, open the source links — they are all here — and do the maths on total cost, minimum terms and VAT before you sign anything. And if you want to see what a fully public price list looks like, ours is at norvalda.com/pricing, covering every service on norvalda.com/services and norvalda.com/automation, with shipped work to judge us by at norvalda.com/work. Prices in this article are as of 10 August 2026, from public price lists; they will drift — the habit of checking them should not.
